Ray developed his change management model from the research he undertook into school change between 1996 and 2001. From interviewing thirty teachers and administrators involved in change in the late 1990s in six Victorian secondary colleges, he developed an original model for change which built on the work of previous scholars and authors. It provides a template for parents, teachers and administrators to analyse the relative strength and weaknesses of the influences which will promote positive change (kaizen) and those which will be barriers to change. Ray's model identified sixteen elements that influence a school's potential for success with change. The model's strength is its unique flexible and holistic approach. Members of the team steering the change effort will work with him to adapt the model to the school's context before undertaking a diagnosis to reveal the opportunities and barriers to improvement. The next stage is to tap the creative ideas of all participants to prepare an evolutionary plan for transformation within the appropriate timeframe which could be anywhere from six weeks to six years, depending on the project's purpose. Built into the plan would be strategically timed feedback loops and measures of progress towards our goals so that the steering team will be able adjust the plan and be aware of how to incorporate new opportunities that strengthen the project's momentum over time.
